The short answer

Google Play has required new apps to be published as AABs with Play App Signing since August 2021; an APK can only be uploaded as an update to an older app. An AAB cannot simply be re-packed from a finished APK — it has to be built from the project source.

About this service
Many people have an APK from an old developer and learn Play Console will not accept it for a new app. The honest truth: an AAB must be built from the project source, not converted from a finished APK.
